Bill-Vincent

Bill Vincent – Founder/President

Bill Vincent has more than 30 years of experience in the tire recycling business. He has processed millions of tires over the course of his career into environmentally safe products. Bill has successfully owned and managed a number of tire recycling businesses and survived through the early evolutions of an industry that killed off many seasoned businessmen.

In 2007 Bill started Tioga Contractors, LLC in Tioga, TX to build stock tanks, clear land and construct building pads in the area. In 2008 Bill asked his son-in-law, Jerry Carter, to take over Tioga Contractors. With Jerry’s expertise and experience they added plumbing and wet utilities to the other services offered by Tioga Contractors. In 2011, Jerry added electrical service to better serve the customer base. Bill is always looking for better ways to serve his customers.

Bill was raised in Richland Hills and served as its Mayor from May 1988 to May 1990. Bill served on many state and national committees, including Chairman of the Keep Texas Beautiful campaign. Bill was also appointed by Texas Governor Clements to serve on the “Waste Management Policy in Texas” board. Bill has been married to his high school sweetheart Pat since 1959 and they have four children, several grandchildren and more great grandchildren than they can count!

Jerry Carter

Jerry Carter – Co-Founder, COO

A native of Fort Worth and a licensed journeyman plumber since the age of 17, Jerry worked in the family business, Carter Plumbing Co., started by his father in 1953. By the time he turned 20 he had also obtained his master plumbing license. In 1982 Jerry took over the family business and ran the company until 2003. He then closed the shop and moved to Hawai’i where he worked with another plumbing company. In the nearly three years that he and his family lived there he successfully completed many projects, including multi-family and custom homes. They then moved back home to care for his aging mother and father who passed away in 2006 and 2011. In 2008 he joined forces with Tioga Contractors, LLC and took them from a site excavation contractor into the plumbing, electrical and underground utilities business. He currently holds master plumbing licenses in both Texas and Oklahoma.

Jerry has been married since 1980 to Kimberly and they have three children and five grandchildren. His other interests include working in men’s ministries and cooking BBQ. Jerry says one of his greatest experiences was going on Quest in April 2008. “It was no longer about me, but about my relationship with my Heavenly Father.” – Jerry Carter

Real Google Reviews

I had a slab leak, and Terry from Tioga pluming came out and fixed our issue.  He has decades of experience, and he was able to reroute a new line else where, instead of having to breakup the slab.  I am super thankful for his knowledge and experience.  He was very up front and respectful.  I would highly recommend them.

My family has known the Carter family, owners of Tioga Contractors, both personally and professionally for 36 years.  In these days, where integrity is a word that few really understand, let alone follow day in and day out, The Carter’s definitely live it! Their company was still is at the top of the industry in commercial plumbing, bar none! This ‘choice’ that the Carter’s made many years ago is now instilled in their residential plumbing and electrical service divisions.

Everything that we all as homeowners look for, they deliver, and with on-time, up-front and very fair pricing.

We have had business dealings with Tioga and the Carter family for both residential and commercial jobs. They are very professional, they always clean up well after each job performed, and have very competitive pricing. They are the only contractor we would use for plumbing or electrical service.

Tioga and the Carter family have worked on several homes of ours over the past 20 plus years. They always show up on time, no matter what the weather conditions are. They always give up-front and fair pricing. They are excellent contractors for both electrical and plumbing service.

We purchased a tankless water heater from Tioga, and we love it! They were on-time, very professional, down-to-earth, and gave us a complimentary full-house inspection. They hauled away our old water heater, cleaned up very well, and even called back a couple of days later to check up on us. We will always use Tioga for plumbing or electrical needs in the future.

I was at a point in my life where I had decided that service was an outdated, obsolete word—just throw it in with the eight tracks, Polaroid cameras, typewriters, and phone booths. Nobody cared to provide service or cared for repeat customers. This especially was my experience with plumbers. The last two that I had were the icing on the cake as far as I was concerned.

All I want in life is to have a service tech that will take care of the problems in my life. I know that Tioga will take care of any plumbing problem I have—fast and economically. I readily recommend them to all my friends and family.
